Beginner’s Guide to CQC Registration – Updated
If you’re new to social care, getting to grips with CQC registration can feel daunting. This guide lays out exactly what you need — the documents, policies, timeline and steps — to help you through the process confidently.
What Is CQC & Why You Must Register
The Care Quality Commission (CQC) is the independent regulator for health and social care services in England. Its role is to ensure that care providers deliver services that are safe, effective, caring, responsive, and well-led (the KLOEs).
If you undertake a regulated activity, you must register with CQC before providing that service. If you don’t comply, CQC can take enforcement action — including suspending or revoking registration.

Regulated Activities
Regulated activities include (but aren’t limited to):
- Personal care
- Nursing care
- Accommodation for people who require personal or nursing care
- Treatment of disease, disorder or injury
- Diagnostic & screening procedures
- Assessment or medical treatment for persons detained under the Mental Health Act
- Family planning, maternity services, abortion services
- Transport services providing triage or medical advice
- And others listed in Schedule 1 of the Health & Social Care Act 2008 (Regulated Activities) Regulations 2014
Before applying, check that your planned service falls under CQC’s scope of regulation.
What’s the Process? (High Level)
1. Preparation / Pre-Application
- Get key personnel DBS checks (especially for the main contact / nominated individual). This usually takes around 14 days.
- Decide on your Registered Manager(s) if your organisation has multiple services or is not directly run by the provider.
- Prepare all required documents, policies, statements, and financials.
- Ensure premises (if applicable) are ready and compliant (health & safety, layout, storage, access).
2. Application Submission
- As of November 2024, CQC no longer uses the registration portal for new applications — forms are submitted by email.
- Submit all required documents at once ; missing or incorrect files will delay your application.
- Use the correct email address (often HSCA_Applications@cqc.org.uk ) and follow attachment size limits (<10 MB per email).
3. Assessment by CQC
- CQC reviews your documents and may request further clarification or evidence.
- They will interview your nominated individual(s) or Registered Manager(s).
- They may also conduct a site visit (for care homes, domiciliary services, or services with premises) to check readiness.
4. Decision & Registration
- CQC makes a final decision. If approved, you can begin delivering regulated services.
- If refused, they will provide reasons and next steps.
- Your first inspection typically occurs within 12 months of registration.

Tips & Best Practices for a Smooth Application
- Keep each policy/document as a separate, clearly named file with version control.
- Use consistent terminology across your application, Statement of Purpose and business plan.
- Be prepared to provide evidence of implementation — such as training logs and audits.
- Respond quickly if CQC asks for clarification.
- Carry out internal audits or a mock inspection to spot any gaps before submission.
- Ensure staff and premises are fully prepared before your CQC assessment.
