Policies Are Only as Good as Staff Understanding
Most care providers can confidently say they have policies and procedures in place.
But during inspections, a different question matters far more: do your staff actually understand them?
This is something the Care Quality Commission pays close attention to, because policies only protect people if they’re understood and applied in practice.
Why inspectors focus on staff understanding
Policies exist to guide staff, particularly in situations involving risk, uncertainty, or pressure. Inspectors want to understand whether staff know what to do, and why.
They’re looking for evidence that staff:
- understand key procedures, such as safeguarding or reporting concerns
- feel confident applying guidance in real situations
- can explain decisions they make day to day
A policy that isn’t understood creates risk, even if it’s well written.
What inspectors listen for when speaking to staff
During inspections, inspectors often speak directly to staff at different levels. They’re not testing memory or expecting staff to quote policies.
Instead, they’re listening for:
- clarity and confidence
- consistent answers across the team
- an understanding of how policies guide practice
Hesitation, uncertainty, or very different answers can quickly raise concerns.
Common warning signs during inspections
Inspectors may become concerned if:
- staff struggle to explain basic procedures
- answers vary widely between team members
- staff rely heavily on “I’d ask someone else”
These gaps can affect judgements across Safe, Effective, and Well-led.
What good practice looks like
Services that perform well support understanding by:
- discussing policies regularly, not just at induction
- using real scenarios in training and supervision
- checking understanding, not just attendance
When staff understand how policies guide their actions, inspectors gain confidence in the service as a whole.
